The Network

Skills and expertise serving business competitiveness

Overview

RECTIM, the “Network of Moroccan Industrial Technical Centres”, is a non-profit association created through a public-private partnership to provide Moroccan industrial production sectors with a platform for supporting and coordinating the functioning of the CTI.

Born of the State’s will, in partnership with the corresponding sectoral professional associations and federations, the Moroccan “Industrial Technical Centres” (CTI), whose progressive establishment began in 1996, just after the signing of the Morocco–European Union Association Agreement, formed themselves into a network (RECTIM) in 2012, within the framework of the “Achieving Advanced Status” programme (RSA) from which Morocco benefits with the European Union.

The first CTI development plan was signed in the presence of His Majesty the King, may God glorify Him, at the National Industry Conference (Assises nationales de l’industrie) held in Tangier in 2013.

Purpose

Since its creation, RECTIM has set itself the following objectives:

  • To play a unifying role for all member CTI and professional federations.
  • To strengthen exchanges between members in the field of technology dissemination and industrial know-how.
  • To help the technical centres strengthen their service offers and promote them to companies.
  • To help define the general interest and innovative nature, so as to enable the usefulness of the calls for projects to be financed under the Framework Agreement and the objective agreements to be assessed.
  • To provide any assistance, where necessary, in the preparation of the CTI’s project call applications.
  • To constitute a dissemination platform for the sectoral federations that signed the Framework Agreement and for the SMEs that are members of these federations.
  • To develop a communication and promotion policy for the Network at national and international level.
  • More generally, the coordination, steering and implementation of any action required to fulfil the Network’s purpose.

Missions

RECTIM’s missions are to offer and develop any service, support, advisory and assistance activity for the CTI, notably:

  • To take part in drawing up public policies supporting technological development and innovation, by communicating to the State the needs of industrial companies identified through the activity of the Network and the CTI.
  • To strengthen exchanges and cooperation between the CTI by encouraging technological and commercial alliances between the centres, as well as operational and scientific collaboration.
  • To unite and coordinate the CTI around collaborative projects with a high innovation content; to improve the cooperation of the CTI with all players operating in the technological and industrial fields in Morocco and internationally.
  • To develop a communication and promotion policy for the Network and the CTI at national and international level.
  • To organise, or take part in the organisation of, commercial, promotional, industrial or technical events, in Morocco and abroad, that will enhance the image of the Network and the CTI and promote the products and services of the technical centres that are members of the Network.
  • To contribute to the development and dissemination of industrial expertise among national companies, by showcasing the research, development and innovation activities carried out by the industrial technical centres.
  • To structure and coordinate the CTI internationalisation strategy.
  • To identify potential economies of scale and the operations that could be pooled between the CTI.
  • To support the centres in their functional and organisational upgrading.
  • To set up a skills catalogue for the network of CTI.

Furthermore, with regard to their development, the Network provides functional support to the CTI in structuring their projects and contributes to their evaluation process under the “Support Fund for Technical Centres” (FACET).
